شناسایی و رتبه‌بندی مؤلفه‌های بازدارنده مشارکت بهره‌برداران در طرح‌های مرتع‌داری با تأکید بر آموزش از دیدگاه کارشناسان (مطالعه موردی: استان لرستان)

چکیده

مقدمه: مراتع کشور یکی از منابع اساسی تولید محسوب می‌گردد و بخش مهمی از علوفه مورد نیاز دام را تأمین می‌کند. در بخش زاگرس، این منابع بسیار حائز اهمیت می‌باشد. همچنین به دلیل تخریب بالا در استان لرستان، طرح‌های مرتع‌داری از اهمیت بالایی در این استان برخوردار هستند. لذا با توجه به اهمیت حفاظت از منابع طبیعی تدوین راهبردهای حفاظت و بهره‌برداری از این منابع و شناسایی مؤلفه‌های بازدارنده مشارکت به‌عنوان ضرورتی بنیادی بیش از پیش احساس می‌شود. مشارکت مردم در هر پروژه‌ای ضامن اجرا و پایداری آن پروژه است. این مسأله در حفاظت از منابع طبیعی از اهمیت بیشتری برخوردار می‌باشد، زیرا مسائل مربوط به محیط‌زیست و منابع طبیعی با زندگی جوامع آمیخته است و توفیق هر نوع برنامه‌ای نیازمند مشارکت این جوامع خواهد بود.
مواد و روش‌ها: مشکل اساسی که برنامه‌ریزان اداره کل منابع طبیعی و آبخیزداری استان لرستان با آن روبرو هستند، عدم مشارکت مرتع‌داران با توجه به نقش مؤثر آن‌ها در حفظ و احیای مراتع، در اجرای طرح‌های مرتع‌داری می‌باشد که این‌گونه برنامه‌ها را با عدم موفقیت روبرو ساخته است. لذا هدف اصلی از این پژوهش بررسی علل عدم مشارکت بهره‌برداران با تأکید بر آموزش از دیدگاه کارشناسان در این استان می‌باشد. جمع‌آوری داده‌ها و اطلاعات در این پژوهش از طریق 20 پرسشنامه از کارشناسان کل استان لرستان) انجام شد و به‌منظور تحلیل داده‌های این مطالعه، از نرم‌افزارهای Spss21 و Expert Choice11 استفاده شد.
نتایج: نتایج نشان داد که موانع ساختاری، مدیریتی، اقتصادی سه عامل بازدارنده مهم در عدم مشارکت می‌باشد. جمع‌بندی نتایج این تحقیق نشان می‌دهد که به‌منظور بهبود شرایط مراتع با رویکرد مشارکت بیشتر بهره‌برداران برای منطقه‌ی مورد مطالعه و مناطق مشابه از توانمندی‌ها و نقطه نظرات بهره‌برداران و کارشناسان استفاده شود. نظر به جایگاهی که روستا و روستانشین‌ها در پویایی اقتصاد کشور، از قبیل کمک به رشد اقتصادی، کنترل نرخ تورم، افزایش نرخ اشتغال و فعالیت دارند، می‌توانند بستر مناسبی برای تولیدات کشاورزی، دامی، صنعتی و خدماتی، حفظ محیط‌زیست و امنیت، هنجارهای فرهنگی و اجتماعی، حراست و نگهبانی مرزها را فراهم نمایند. بنابراین ترسیم نقشه راهی که نقش روستاها را در نظام برنامه‌ریزی کشور تعیین نماید از اهمیت ویژه‌ای برخوردار است. در این میان آموزش نیز همواره به‌عنوان راهی مطمئن در جهت بهبود کیفیت عملکرد و حل مشکلات مدیریت مدنظر قرار می‌گیرد و فقدان آن نیز یکی از مسائل اساسی را تشکیل می‌دهد. آموزش یک وظیفه اساسی جهت مدیریت بهتر و یک فرایند مداوم و همیشگی است. نتایج نیز نشان داد که عدم آموزش از مؤلفه‌های مهم بازدارنده در مشارکت بهره‌برداران می‌باشد. لذا می‌توان با اجرای برنامه‌های آموزشی، برگزاری گردهمایی‌ها و نمایشگاه‌ها این مشارکت را افزایش داد و سبب بهبود مراتع شد.
بحث: جمع‌بندی نتایج این تحقیق نشان می‌دهد که به‌منظور بهبود شرایط مراتع با رویکرد مشارکت بیشتر بهره‌برداران برای منطقه‌ی مورد مطالعه و مناطق مشابه از توانمندی‌ها و نقطه نظرات بهره‌برداران و کارشناسان استفاده شود تا براساس نیازها، اولویت‌ها و خواسته‌های آن‌ها زمینه‌ی تهیه، برنامه‌ریزی و اجرای طرح‌های مرتع‌داری فراهم شود و در آینده بتوان شاهد بهبود مدیریت مراتع و همچنین حفاظت، اصلاح و احیای مراتع همراه با افزایش تولیدات دامی با کمترین مشکلات در سطح هر سامان عرفی به‌عنوان واحدهای اقتصادی- اجتماعی بود.
